A city can't run without it's government, that's why we have IC elections for Mayor! They'd be in charge IC of all the major aspects of the city, from budgeting to working closely with the police and other departments to have a safe environment for the citizens of New Orleans.

Though there is more to this than that. There's a judge, secretaries, public defenders and more! And while this is more geared for our human players, any player can take part in City Hall and the government of New Orleans.
